Information on Procedures
I do not foresee any problem in dividing the allocation to more than one buyer providing they all
can demonstrate to ARAMCO that (a) they own refineries or (b) holds the legal authority to act
for and on behalf of the end-user who owns refineries.
To answers some of your queries I have prepared for Guidance a few notes relating to this
ARAMCO Allocations:
1. ARAMCO will not allow resale of this crude allocation to a third party. If Buyer is a Traders
must provide a crude processing agreement or explain the direct relation between the
Trader/End-user/Refinery.
2. The quantity to be purchase must be similar to the total processing capacity of the
Refinery / Refineries and the duration will depend up on the period of the
Processing Agreement.
3. Refineries who already are under "Purchasing Contracts" with ARAMCO will not be allowed
to enter into another quantity purchase contract with ARAMCO unless the contracted quantity
is less than the refinery processing capacity.
4. This Contract: This contract will be direct with ARAMCO and be the same as an ARAMCO
contract format. [Contract will be signed at ARAMCO office in Saudi Arabia or USA].
5. Buyer shall sign an "Irrevocable Master Fee Protection Agreement" with the Facilitators.
Some time soon the following process will be activated:
1. Buyer will issues a LOI.
2. Seller issues a FCO.
3. Buyer submits ICPO (includes full banking details + Bank Comfort Letter + ARAMCO
registration number (if Buyer is registered with ARAMCO) + Refineries details) .
4. Seller issues FPA.
5. Buyer returns FPA signed.
6. Seller issues Invitation Letter to sign Contract.
7. Seller and Buyer sign contract at an ARAMCO office (in Saudi Arabia or USA)
All I ask at this time that the prospective Buyers acknowledge in writingtheir serious interested in
this allocation and that they can and will comply with theterms and conditions set forth above.
